The homepage prompts you to enter the webpage link so that you can turn it to an emoji URL. Then click ‘Create Linkmoji‘ button. This creates a link with random emojis which can be customized with your selection of emojis.

Basically, converting URL to emoji is done using Punycode which converts Unicode characters to ASCII code. Thus the text is converted to emoji, but actual URL remains the same.
